WW2/Cold War if Alaska had been part of the USSR?

Yeah. Basically USA just took Cuba to its economic and political control. Much didn't change for Cubans.

Then why did the US not liberate the Cubans as opposes to occupying them multiple times in the 2 20-30 years after the war? Plus why did they take Puerto Rico, Guam, the Philippines & $20 million from Spain? Finally, the US ‘liberation’ of the Philippines started another conflict that cost 10k+ combatants & 200k non-combatants their lives?

Ok relax. I'm not defending US foreign policy as it pertained to the outcome of Spanish-American war here. Only defending my point that wars of outright aggression were not something that the US did around the time frame posed by OP.
