Canadian rocket capacity

While the Canadian Armament Research and Development Establishment (CARDE) was developping anti-balistic missile system in the 1950, they created a propulsion test rocket that ended up as the base for the Black Brant sounding rocket, one of the most used.

Could there be a way for Canada to evolve from there to create, at least, a satellite launching rocket ?
 
Depends how large of a payload you'd be looking to throw. I'd imagine Canada could afford to develop and operate a rocket in the ~100 kg range, like Black Arrow or the modern Pegasus, or maybe even the ~1000 kg like Europa or the more modern Minotaur. However, they'd be used relatively infrequently, and neither are of particular commercial interest. That makes for a tricky cost-benefit analysis, particularly as the size of the rocket you want to develop increases.
