What happens to the Khanate of Khiva and Emirate of Bukhara in a scenario where the Russian Republic survives?

I thought of this after reading that the Russian Provisional Government promised Khiva and Bukhara independence along with Poland and Finland.

If the Russian Republic managed to survive World War I one way or another and also managed to prevent or defeat a Bolshevik revolution, would it actually grant Khiva and Bukhara independence or would they remain protectorates of the Russian Republic?

What would happen to the rest of Russian Central Asia?
 
Probably not give independence. Russians haven't historically allowed any region to gain independence unless them hadn't any other good options. And Bukhara and Khiva have not chances to become independent. Not sure would they are even very viable as independent states anyway.
