Hey, this is a pretty nice map. Where did you get the base map? I have never been able to find a map showing state claims and the abortive state of franklin/frankland at the same time. The base map for this would work just fine for HueyLong's Confederation and Perpetual Union TL if HL is going to continue it.
As for the map and the events surrounding it....well for Virginia to actually get all of that incorporated it would probably need to have it settled which is difficult to see before 1800 at earliest. However, if we suppose Virginians settled there over time such that Virginia has pretty much solild control it might lead to political or even armed conflict with New York. It would probably also lead to an end of the Confederation or the Union since Massachussetts, Connecticut and New York are probably going to be sour over losing their claims. Even if it didn't lead to an end of the Confederation, it would mean that North Carolina and Georgia wouldn't give up their claims (which would mean no new states and possibly an end to admission of new states after Vermont and maybe Florida (as one or two states)). If this Virginia was a part of the Union under the US Constitution of 1787 then it would be by and far THE dominant state in the Union. It would have the same number of representatives by the 1820s as OTL Virginia, Kentucy, Illinois, Ohio, Indiana, Wisconsin and Michigan (and if the Louisiana purchase hadn't occurred it isn't too farfetched to imagine that Virginians would make up a sizeable portion of the House of Representatives).
